Antique Fleur de Lis Motif Hair Pin Comb Pewter?

This antique Hair Pin Comb has a hand made top that appears to be made of Pewter although it is not marked.  The top is made in a cut out Fleur de Lis motif that appears to be hand pierced and engraved.  I have called the metal pewter as it has the look of the gray metal that is somewhat soft and pliable.  The motif is attached to a translucent amber colored two prong pin comb and is held in place by two pewter pins.  The top pewter portion measures approx. 2" high by 1 3/4" wide.  The entire comb measures approx. 5 1/4".  The top portion rocks slightly on the base but does not appear to be in any danger of coming apart.
